Found a better solution

As I assume the cause for this problem is the server of the web site host blacklist the specific computer any how. So the solution would be to appear as a another computer or wait until the server automatically remove the computer from its black list.

How to appear as another computer:

In simply change your IP, restart your router or brake the ISP connection for a few minutes. This will gain you a new IP unless you have a static IP from you ISP.

Wait until server remove you from its blacklist:

Seems like the server automatically remove those blacklisted IPs after a while, time depends on the server settings.
